The Real Unemployment Rate and Labor-Force Participation

There was much celebration (on the right, at least) when it was announced that the official unemployment rate, as of November, is only 3.5 percent, and that 266,000 jobs were added to the employment rolls (see here, for example). The exultation is somewhat overdone. Yes, things would be much worse if Obama’s anti-business rhetoric and policies still prevailed, but Trump is pushing a big boulder of deregulation uphill.

In fact, the real unemployment rate is a lot higher than official figure I refer you to “Employment vs. Big Government and Disincentives to Work“. It begins with this:

The real unemployment rate is several percentage points above the nominal rate. Officially, the unemployment rate stood at 3.5 percent as of November 2019. Unofficially — but in reality — the unemployment rate was 9.4 percent.

The explanation is that the labor-force participation rate has declined drastically since peaking in January 2000. When the official unemployment rate is adjusted to account for that decline (and for a shift toward part-time employment), the result is a considerably higher real unemployment rate.

Arnold Kling recently discussed the labor-force participation rate:

[The] decline in male labor force participation among those without a college degree is a significant issue. Note that even though the unemployment rate has come down for those workers, their rate of labor force participation is still way down.

Economists on the left tend to assume that this is due to a drop in demand for workers at the low end of the skill distribution. Binder’s claim is that instead one factor in declining participation is an increase in the ability of women to participate in the labor market, which in turn lowers the advantage of marrying a man. The reduced interest in marriage on the part of women attenuates the incentive for men to work.

Could be. I await further analysis.


Is Partition Possible?

Angelo Codevilla peers into his crystal ball:

Since 2016, the ruling class has left no doubt that it is not merely enacting chosen policies: It is expressing its identity, an identity that has grown and solidified over more than a half century, and that it is not capable of changing.

That really does mean that restoring anything like the Founders’ United States of America is out of the question. Constitutional conservatism on behalf of a country a large part of which is absorbed in revolutionary identity; that rejects the dictionary definition of words; that rejects common citizenship, is impossible. Not even winning a bloody civil war against the ruling class could accomplish such a thing.

The logical recourse is to conserve what can be conserved, and for it to be done by, of, and for those who wish to conserve it. However much force of what kind may be required to accomplish that, the objective has to be conservation of the people and ways that wish to be conserved.

That means some kind of separation.

As I argued in “The Cold Civil War,” the natural, least stressful course of events is for all sides to tolerate the others going their own ways. The ruling class has not been shy about using the powers of the state and local governments it controls to do things at variance with national policy, effectively nullifying national laws. And they get away with it.

For example, the Trump Administration has not sent federal troops to enforce national marijuana laws in Colorado and California, nor has it punished persons and governments who have defied national laws on immigration. There is no reason why the conservative states, counties, and localities should not enforce their own view of the good.

Not even President Alexandria Ocasio-Cortez would order troops to shoot to re-open abortion clinics were Missouri or North Dakota, or any city, to shut them down. As Francis Buckley argues in American Secession: The Looming Breakup of the United States, some kind of separation is inevitable, and the options regarding it are many.

I would like to believe Mr. Codevilla, but I cannot. My money is on a national campaign of suppression, which will begin the instant that the left controls the White House and Congress. Shooting won’t be necessary, given the massive displays of force that will be ordered from the White House, ostensibly to enforce various laws, including but far from limited to “a woman’s right to an abortion”. Leftists must control everything because they cannot tolerate dissent.

As I say in “Leftism“,

Violence is a good thing if your heart is in the “left” place. And violence is in the hearts of leftists, along with hatred and the irresistible urge to suppress that which is hated because it challenges leftist orthodoxy — from climate skepticism and the negative effect of gun ownership on crime to the negative effect of the minimum wage and the causal relationship between Islam and terrorism.

The clash of cultures was started and sustained by so-called liberals, the smug people described above. It is they who — firmly believing themselves to be smarter, on the the side of science, and on the side of history — have chosen to be the aggressors in the culture war.

Hillary Clinton’s remark about Trump’s “deplorables” ripped the mask from the “liberal” pretension to tolerance and reason. Clinton’s remark was tantamount to a declaration of war against the self-appointed champion of the “deplorables”: Donald Trump. And war it has been. much of it waged by deep-state “liberals” who cannot entertain the possibility that they are on the wrong side of history, and who will do anything — anything — to make history conform to their smug expectations of it.


Still More Evidence for Why I Don’t Believe in “Climate Change”

This is a sequel to an item in the previous edition of this series: “More Evidence for Why I Don’t Believe in Climate Change“.

Dave Middleton debunks the claim that 50-year-old climate models correctly predicted the susequent (but not steady) rise in the globe’s temperature (whatever that is). He then quotes a talk by Dr. John Christy of the University of Alabama-Huntsville Climate Research Center:

We have a change in temperature from the deep atmosphere over 37.5 years, we know how much forcing there was upon the atmosphere, so we can relate these two with this little ratio, and multiply it by the ratio of the 2x CO2 forcing. So the transient climate response is to say, what will the temperature be like if you double CO2– if you increase at 1% per year, which is roughly what the whole greenhouse effect is, and which is achieved in about 70 years. Our result is that the transient climate response in the troposphere is 1.1 °C. Not a very alarming number at all for a doubling of CO2. When we performed the same calculation using the climate models, the number was 2.31°C. Clearly, and significantly different. The models’ response to the forcing – their ∆t here, was over 2 times greater than what has happened in the real world….

There is one model that’s not too bad, it’s the Russian model. You don’t go to the White House today and say, “the Russian model works best”. You don’t say that at all! But the fact is they have a very low sensitivity to their climate model. When you look at the Russian model integrated out to 2100, you don’t see anything to get worried about. When you look at 120 years out from 1980, we already have 1/3 of the period done – if you’re looking out to 2100. These models are already falsified [emphasis added], you can’t trust them out to 2100, no way in the world would a legitimate scientist do that. If an engineer built an aeroplane and said it could fly 600 miles and the thing ran out of fuel at 200 and crashed, he might say: “I was only off by a factor of three”. No, we don’t do that in engineering and real science! A factor of three is huge in the energy balance system. Yet that’s what we see in the climate models….

Theoretical climate modelling is deficient for describing past variations. Climate models fail for past variations, where we already know the answer. They’ve failed hypothesis tests and that means they’re highly questionable for giving us accurate information about how the relatively tiny forcing … will affect the climate of the future.

Transgenderism, Once More

Theodore Dalrymple (Anthony Daniels, M.D.) is on the case:

The problem alluded to in [a paper in the Journal of Medical Ethics] is, of course, the consequence of a fiction, namely that a man who claims to have changed sex actually has changed sex, and is now what used to be called the opposite sex. But when a man who claims to have become a woman competes in women’s athletic competitions, he often retains an advantage derived from the sex of his birth. Women competitors complain that this is unfair, and it is difficult not to agree with them….

Man being both a problem-creating and solving creature, there is, of course, a very simple way to resolve this situation: namely that men who change to simulacra of women should compete, if they must, with others who have done the same. The demand that they should suffer no consequences that they neither like nor want from the choices they have made is an unreasonable one, as unreasonable as it would be for me to demand that people should listen to me playing the piano though I have no musical ability. Thomas Sowell has drawn attention to the intellectual absurdity and deleterious practical consequences of the modern search for what he calls “cosmic justice.”…

We increasingly think that we live in an existential supermarket in which we pick from the shelf of limitless possibilities whatever we want to be. We forget that limitation is not incompatible with infinity; for example, that our language has a grammar that excludes certain forms of words, without in any way limiting the infinite number of meanings that we can express. Indeed, such limitation is a precondition of our freedom, for otherwise nothing that we said would be comprehensible to anybody else.

That is a tour de force typical of the good doctor. In the span of three paragraphs, he addresses matters that I have treated at length in “The Transgender Fad and Its Consequences” (and later in the previous edition of this series), “Positive Rights and Cosmic Justice“, and “Writing: A Guide” (among other entries at this blog).


Big, Bad Oligopoly?

Big Tech is giving capitalism a bad name, as I discuss in “Why Is Capitalism Under Attack from the Right?“, but it’s still the best game in town. Even oligopoly and its big brother, monopoly, aren’t necessarily bad. See, for example, my posts, “Putting in Some Good Words for Monopoly” and “Monopoly: Private Is Better than Public“. Arnold Kling makes the essential point here:

Do indicators of consolidation show us that the economy is getting less competitive or more competitive? The answer depends on which explanation(s) you believe to be most important. For example, if network effects or weak resistance to mergers are the main factors, then the winners from consolidation are quasi-monopolists that may be overly insulated from competition. On the other hand, if the winners are firms that have figured out how to develop and deploy software more effectively than their rivals, then the growth of those firms at the expense of rivals just shows us that the force of competition is doing its work.


Why I Am Bunkered in My Half-Acre of Austin

Randal O’Toole takes aim at the planners of Austin, Texas, and hits the bullseye:

Austin is one of the fastest-growing cities in America, and the city of Austin and Austin’s transit agency, Capital Metro, have a plan for dealing with all of the traffic that will be generated by that growth: assume that a third of the people who now drive alone to work will switch to transit, bicycling, walking, or telecommuting by 2039. That’s right up there with planning for dinner by assuming that food will magically appear on the table the same way it does in Hogwarts….

[W]hile Austin planners are assuming they can reduce driving alone from 74 to 50 percent, it is actually moving in the other direction….

Planners also claim that 11 percent of Austin workers carpool to work, an amount they hope to maintain through 2039. They are going to have trouble doing that as carpooling, in fact, only accounted for 8.0 percent of Austin workers in 2018.

Planners hope to increase telecommuting from its current 8 percent (which is accurate) to 14 percent. That could be difficult as they have no policy tools that can influence telecommuting.

Planners also hope to increase walking and bicycling from their current 2 and 1 percent to 4 and 5 percent. Walking to work is almost always greater than cycling to work, so it’s difficult to see how they plan to magic cycling to be greater than walking. This is important because cycling trips are longer than walking trips and so have more of a potential impact on driving.

Finally, planners want to increase transit from 4 to 16 percent. In fact, transit carried just 3.24 percent of workers to their jobs in 2018, down from 3.62 percent in 2016. Changing from 4 to 16 percent is a an almost impossible 300 percent increase; changing from 3.24 to 16 is an even more formidable 394 percent increase. Again, reality is moving in the opposite direction from planners’ goals….

Planners have developed two main approaches to transportation. One is to estimate how people will travel and then provide and maintain the infrastructure to allow them to do so as efficiently and safely as possible. The other is to imagine how you wish people would travel and then provide the infrastructure assuming that to happen. The latter method is likely to lead to misallocation of capital resources, increased congestion, and increased costs to travelers.

Austin’s plan is firmly based on this second approach. The city’s targets of reducing driving alone by a third, maintaining carpooling at an already too-high number, and increasing transit by 394 percent are completely unrealistic. No American city has achieved similar results in the past two decades and none are likely to come close in the next two decades.

Well, that’s the prevailing mentality of Austin’s political leaders and various bureaucracies: magical thinking. Failure is piled upon failure (e.g., more bike lanes crowding out traffic lanes, a hugely wasteful curbside composting plan) because to admit failure would be to admit that the emperor has no clothes.

“Government Worker” Is (Usually) an Oxymoron

In “Good News from the Federal Government” I sarcastically endorse the move to grant all federal workers 12 weeks of paid parental leave:

The good news is that there will be a lot fewer civilian federal workers on the job, which means that the federal bureaucracy will grind a bit more slowly when it does the things that it does to screw up the economy.

The next day, Audacious Epigone put some rhetorical and statistical meat on the bones of my informed prejudice in “Join the Crooks and Liars: Get a Government Job!“:

That [the title of the post] used to be a frequent refrain on Radio Derb. Though the gag has been made emeritus, the advice is even better today than it was when the Derb introduced it. As he explains:

The percentage breakdown is private-sector 76 percent, government 16 percent, self-employed 8 percent.

So one in six of us works for a government, federal, state, or local.

Which group does best on salary? Go on: see if you can guess. It’s government workers, of course. Median earnings 52½ thousand. That’s six percent higher than the self-employed and fourteen percent higher than the poor shlubs toiling away in the private sector.

If you break down government workers into two further categories, state and local workers in category one, federal workers in category two, which does better?

Again, which did you think? Federal workers are way out ahead, median earnings 66 thousand. Even state and local government workers are ahead of us private-sector and self-employed losers, though.

Moral of the story: Get a government job! — federal for strong preference.

Though it is well known that a government gig is a gravy train, opinions of the people with said gigs is embarrassingly low as the results from several additional survey questions show.

First, how frequently the government can be trusted “to do what’s right”? [“Just about always” and “most of the time” badly trail “some of the time”.]

….

Why can’t the government be trusted to do what’s right? Because the people who populate it are crooks and liars. Asked whether “hardly any”, “not many” or “quite a few” people in the federal government are crooked, the following percentages answered with “quite a few” (“not sure” responses, constituting 12% of the total, are excluded). [Responses of “quite a few” range from 59 percent to 77 percent across an array of demographic categories.]

….

Accompanying a strong sense of corruption is the perception of widespread incompetence. Presented with a binary choice between “the people running the government are smart” and “quite a few of them don’t seem to know what they are doing”, a solid majority chose the latter (“not sure”, at 21% of all responses, is again excluded). [The “don’t know what they’re doing” responses ranged from 55 percent to 78 percent across the same demographic categories.]

Are the skeptics right? Well, most citizens have had dealings with government employees of one kind and another. The “wisdom of crowds” certainly applies in this case.

Not-So-Random Thoughts (XX)

In “The Capitalist Paradox Meets the Interest-Group Paradox,” I quote from Frédéric Bastiat’s “What Is Seen and What Is Not Seen“:

[A] law produces not only one effect, but a series of effects. Of these effects, the first alone is immediate; it appears simultaneously with its cause; it is seen. The other effects emerge only subsequently; they are not seen; we are fortunate if we foresee them.

This might also be called the law of unintended consequences. It explains why so much “liberal” legislation is passed: the benefits are focused a particular group and obvious (if overestimated); the costs are borne by taxpayers in general, many of whom fail to see that the sum of “liberal” legislation is a huge tax bill.

Ross Douthat understands:

[A] new paper, just released through the National Bureau of Economic Research, that tries to look at the Affordable Care Act in full. Its authors find, as you would expect, a substantial increase in insurance coverage across the country. What they don’t find is a clear relationship between that expansion and, again, public health. The paper shows no change in unhealthy behaviors (in terms of obesity, drinking and smoking) under
Obamacare, and no statistically significant improvement in self-reported health since the law went into effect….

[T]he health and mortality data [are] still important information for policy makers, because [they] indicate[] that subsidies for health insurance are not a uniquely death-defying and therefore sacrosanct form of social spending. Instead, they’re more like other forms of redistribution, with costs and benefits that have to be weighed against one another, and against other ways to design a safety net. Subsidies for employer-provided coverage crowd out wages, Medicaid coverage creates benefit cliffs and work disincentives…. [“Is Obamacare a Lifesaver?The New York Times, March 29, 2017]

So does Roy Spencer:

In a theoretical sense, we can always work to make the environment “cleaner”, that is, reduce human pollution. So, any attempts to reduce the EPA’s efforts will be viewed by some as just cozying up to big, polluting corporate interests. As I heard one EPA official state at a conference years ago, “We can’t stop making the environment ever cleaner”.

The question no one is asking, though, is “But at what cost?

It was relatively inexpensive to design and install scrubbers on smokestacks at coal-fired power plants to greatly reduce sulfur emissions. The cost was easily absorbed, and electricty rates were not increased that much.

The same is not true of carbon dioxide emissions. Efforts to remove CO2 from combustion byproducts have been extremely difficult, expensive, and with little hope of large-scale success.

There is a saying: don’t let perfect be the enemy of good enough.

In the case of reducing CO2 emissions to fight global warming, I could discuss the science which says it’s not the huge problem it’s portrayed to be — how warming is only progressing at half the rate forecast by those computerized climate models which are guiding our energy policy; how there have been no obvious long-term changes in severe weather; and how nature actually enjoys the extra CO2, with satellites now showing a “global greening” phenomenon with its contribution to increases in agricultural yields.

But it’s the economics which should kill the Clean Power Plan and the alleged Social “Cost” of Carbon. Not the science.

There is no reasonable pathway by which we can meet more than about 20% of global energy demand with renewable energy…the rest must come mostly from fossil fuels. Yes, renewable energy sources are increasing each year, usually because rate payers or taxpayers are forced to subsidize them by the government or by public service commissions. But global energy demand is rising much faster than renewable energy sources can supply. So, for decades to come, we are stuck with fossil fuels as our main energy source.

The fact is, the more we impose high-priced energy on the masses, the more it will hurt the poor. And poverty is arguably the biggest threat to human health and welfare on the planet. [“Trump’s Rollback of EPA Overreach: What No One Is Talking About,” Roy Spencer, Ph.D.[blog], March 29, 2017]

I mentioned the Benedict Option in “Independence Day 2016: The Way Ahead,” quoting Bruce Frohnen in tacit agreement:

[Rod] Dreher has been writing a good deal, of late, about what he calls the Benedict Option, by which he means a tactical withdrawal by people of faith from the mainstream culture into religious communities where they will seek to nurture and strengthen the faithful for reemergence and reengagement at a later date….

The problem with this view is that it underestimates the hostility of the new, non-Christian society [e.g., this and this]….

Leaders of this [new, non-Christian] society will not leave Christians alone if we simply surrender the public square to them. And they will deny they are persecuting anyone for simply applying the law to revoke tax exemptions, force the hiring of nonbelievers, and even jail those who fail to abide by laws they consider eminently reasonable, fair, and just.

Exactly. John Horvat II makes the same point:

For [Dreher], the only response that still remains is to form intentional communities amid the neo-barbarians to “provide an unintentional political witness to secular culture,” which will overwhelm the barbarian by the “sheer humanity of Christian compassion, and the image of human dignity it honors.” He believes that setting up parallel structures inside society will serve to protect and preserve Christian communities under the new neo-barbarian dispensation. We are told we should work with the political establishment to “secure and expand the space within which we can be ourselves and our own institutions” inside an umbrella of religious liberty.

However, barbarians don’t like parallel structures; they don’t like structures at all. They don’t co-exist well with anyone. They don’t keep their agreements or respect religious liberty. They are not impressed by the holy lives of the monks whose monastery they are plundering. You can trust barbarians to always be barbarians. [“Is the Benedict Option the Answer to Neo-Barbarianism?Crisis Magazine, March 29, 2017]

As I say in “The Authoritarianism of Modern Liberalism, and the Conservative Antidote,”

Modern liberalism attracts persons who wish to exert control over others. The stated reasons for exerting control amount to “because I know better” or “because it’s good for you (the person being controlled)” or “because ‘social justice’ demands it.”

Leftists will not countenance a political arrangement that allows anyone to escape the state’s grasp — unless, of course, the state is controlled by the “wrong” party, In which case, leftists (or many of them) would like to exercise their own version of the Benedict Option. Theodore Dalrymple understands the difference between terrorism and accidents:

Statistically speaking, I am much more at risk of being killed when I get into my car than when I walk in the streets of the capital cities that I visit. Yet this fact, no matter how often I repeat it, does not reassure me much; the truth is that one terrorist attack affects a society more deeply than a thousand road accidents….

Statistics tell me that I am still safe from it, as are all my fellow citizens, individually considered. But it is precisely the object of terrorism to create fear, dismay, and reaction out of all proportion to its volume and frequency, to change everyone’s way of thinking and behavior. Little by little, it is succeeding. [“How Serious Is the Terrorist Threat?City Journal, March 26, 2017]

Cato’s loony libertarians (on matters of defense) once again trot out Herr Doktor Professor John Mueller. He writes:

We have calculated that, for the 12-year period from 1999 through 2010 (which includes 9/11, of course), there was one chance in 22 million that an airplane flight would be hijacked or otherwise attacked by terrorists. (“Serial Innumeracy on Homeland Security,” Cato@Liberty, July 24, 2012)

Mueller’s “calculation” consists of an recitation of known terrorist attacks pre-Benghazi and speculation about the status of Al-Qaeda. Note to Mueller: It is the unknown unknowns that kill you. I refer Herr Doktor Professor to “Riots, Culture, and the Final Showdown” and “Mission Not Accomplished.”

This is from my post, “A Reflection on the Greatest Generation“:

The Greatest tried to compensate for their own privations by giving their children what they, the parents, had never had in the way of material possessions and “fun”. And that is where the Greatest Generation failed its children — especially the Baby Boomers — in large degree. A large proportion of Boomers grew up believing that they should have whatever they want, when they want it, with no strings attached. Thus many of them divorced, drank, and used drugs almost wantonly….

The Greatest Generation — having grown up believing that FDR was a secular messiah, and having learned comradeship in World War II — also bequeathed us governmental self-indulgence in the form of the welfare-regulatory state. Meddling in others’ affairs seems to be a predilection of the Greatest Generation, a predilection that the Millenials may be shrugging off.

We owe the Greatest Generation a great debt for its service during World War II. We also owe the Greatest Generation a reprimand for the way it raised its children and kowtowed to government. Respect forbids me from delivering the reprimand, but I record it here, for the benefit of anyone who has unduly romanticized the Greatest Generation.

The rot set after World War II. The Taylorist techniques of industrial production put in place to win the war generated, after it was won, an explosion of prosperity that provided every literate American the opportunity for a good-paying job and entry into the middle class. Young couples who had grown up during the Depression, suddenly flush (compared to their parents), were determined that their kids would never know the similar hardships.

As a result, the Baby Boomers turned into a bunch of spoiled slackers, no longer turned out to earn a living at 16, no longer satisfied with just a high school education, and ready to sell their votes to a political class who had access to a cornucopia of tax dollars and no doubt at all about how they wanted to spend it….

I have long shared Tim’s assessment of the Boomer generation. Among the corroborating data are my sister and my wife’s sister and brother — Boomers all….

Low conscientiousness was the bane of those Boomers who, in the 1960s and 1970s, chose to “drop out” and “do drugs.”…

Now comes this:

According to writer and venture capitalist Bruce Gibney, baby boomers are a “generation of sociopaths.”

In his new book, he argues that their “reckless self-indulgence” is in fact what set the example for millennials.

Gibney describes boomers as “acting without empathy, prudence, or respect for facts – acting, in other words, as sociopaths.”

And he’s not the first person to suggest this.

Back in 1976, journalist Tom Wolfe dubbed the young adults then coming of age the “Me Generation” in the New York Times, which is a term now widely used to describe millennials.

But the baby boomers grew up in a very different climate to today’s young adults.

When the generation born after World War Two were starting to make their way in the world, it was a time of economic prosperity.

“For the first half of the boomers particularly, they came of age in a time of fairly effortless prosperity, and they were conditioned to think that everything gets better each year without any real effort,” Gibney explained to The Huffington Post.

“So they really just assume that things are going to work out, no matter what. That’s unhelpful conditioning.

“You have 25 years where everything just seems to be getting better, so you tend not to try as hard, and you have much greater expectations about what society can do for you, and what it owes you.”…

Gibney puts forward the argument that boomers – specifically white, middle-class ones – tend to have genuine sociopathic traits.

He backs up his argument with mental health data which appears to show that this generation have more anti-social characteristics than others – lack of empathy, disregard for others, egotism and impulsivity, for example. [Rachel Hosie, “Baby Boomers Are a Generation of Sociopaths,” Independent, March 23, 2017]

That’s what I said.

Polarization and De Facto Partition

I started this post on the day before election day.

Don’t you have the feeling that Election 2016 will result in greater political polarization, not less? I do.

For one thing, both Clinton and Trump are polarizing figures. It seems unlikely that either of them will do things (or try to do things) that will gain the approval of their political opponents.

For another thing, whatever is done by the president, by Congress, or by the Supreme Court in the next four years will simply fuel the outrage of those who oppose it. When government steers to the left, it usually isn’t far enough to the left to satisfy the growing and vocal band of leftists in America, but it always outrages the right. When government steers to the right, it always enrages the left, but it’s never far enough to the right to restore liberty, thus disappointing and further alienating the right.

The underlying trend toward bigger and more intrusive government is especially frustrating for those of us on the right. It seems that no matter which party controls the White House and Congress, the bureaucracy continues to churn out regulations and the Supreme Court (usually) issues edicts that undermine traditional morality and endorse the central government’s interfering ways.

Political polarization is aided and abetted by geographic sorting, and geographic sorting must aid and abet political polarization. Consider how far geographic sorting has come since 1992:

As of 2012, the divide was pretty wide. Half of all voters were living in a county that President Obama or Mitt Romney, the Republican nominee that year, won in a landslide, which is defined here as a county won by 20 percentage points or more.

The proportion of voters living in landslide counties has steadily increased since 1992, a trend that reflects the growing tendency of like-minded people to live near one another, according to Bill Bishop, a co-author of “The Big Sort,” a 2008 book that identified this phenomenon.

Americans have been self-segregating by lifestyle, though not necessarily politics, for several decades, Mr. Bishop said, but lifestyle has grown to reflect politics. “We’re sorting by the way we live, think and — it turns out — every four years or every two years, how we vote.”

Some political scientists expect the landslide trend to continue in the 2016 presidential election. “If anything, I think we’ll see it intensify because Trump has been doing very well among the kinds of voters who tend to live in rural and small-town America,” said Alan Abramowitz, a political science professor at Emory University in Atlanta. [Gregor Aisch, Adam Pearce, and Karen Yourish, “How Large Is the Divide between Red and Blue America?The New York Times, November 4, 2016]

Perhaps the most compelling statistic of the many statistics presented in the article is that the percentage of voters living in landslide counties rose from 37 percent in 1992 to 50 percent in 2012. The United States truly has become a nation divided.

Something has to give. But what, and how? I addressed those questions in “Independence Day 2016: The Way Ahead,” and concluded that

unless there is a negotiated partition of the country — perhaps in response to a serious secession movement — a coup is probably the only hope for the restoration of liberty under a government that is true to the Constitution.

The alternative is a continuation of America’s descent into despotism, which — as many Americans already know — is no longer the “soft” despotism foreseen by Tocqueville.

I’ve mentioned the possibility of a coup in several posts, but always with skepticism. I remain skeptical. Given the increasing polarization of the country — political and geographic — something like a negotiated partition seems like the only way to make the left and the right happier.

And then it occurred to me that a kind of partition could be achieved by constitutional means; that is, by revising the Constitution to return to its original plan of true federalism. The central government would, once again, be responsible for the defense of liberty and free trade. Each State would, within the framework of liberty, make its own decisions about the extent to which it intervenes in the economic and social affairs of its citizens.

How might that come to pass?

There are today in this land millions — probably tens of millions — of depressed leftists who foresee at least four years of GOP rule dedicated to the diminution of the regulatory-welfare state.

Obamacare is almost certainly dead. It has been dying of its congenital defects, but I expect Trump and the GOP-controlled Congress to put a stake through its heart.

Trump’s nominee to fill the current vacancy on the Supreme Court probably will be someone closer in judicial philosophy to Antonin Scalia than to Anthony Kennedy. (If it isn’t, Trump may well find himself embarrassed by the GOP-controlled Senate’s rejection of his nominee.) As other vacancies arise during the next few years — and there’s likely to be at least one — they’ll probably be filled by constitutional conservatives. (The GOP-controlled Senate can and should change its rules about Supreme Court nominations to keep Democrats from filibustering Trump’s nominees.) Trump’s one or two nominees will move the Court back to the right, and probably will serve for decades. At any rate, that’s what conservatives hope and leftists fear.

What else? Here’s what I expect (or at least hope for): The end of preaching about race, having “conversations” about it, pretending that it isn’t implicated in violent crime, and turning a blind eye toward violence committed in the name of “racial justice.” The end of uncontrolled (and encouraged) illegal immigration. Reaffirmation of America’s long-standing ties with Israel, the Middle East’s bastion of democracy Western values. Repudiation of the phony deal with Iran. An end to pussy-footing around the relationship between Islam and terrorism. The reversal of anti-growth and anti-business executive orders and regulations (e.g., the EPA’s war on coal) issued in the name of “social justice” and “climate change.” The repeal of Dodd-Frank and its onerous micro-management of the financial industry. The end of efforts to undermine the Second Amendment. The end of the Department of Justice’s meddling in State and local matters to advance a leftist agenda in the name of “civil rights.” An end to similar meddling (and related funding) by the Department of Education — perhaps even an end to the Department of Education. And, generally, a much more hands-off attitude on the part of the federal bureaucracy when it comes to matters beyond the constitutional purview of the central government (which is most matters now consuming the attention of the federal bureaucracy).

I could go on and on, but you get the idea of what conservative expect (or hope for) and leftists fear. And therein is the source of political pressure that could bring about something like a partition of the United States.

The shoe is now on the other foot. A lot of leftists will want out (see this for example), just as Northern abolitionists wanted separation from the South in the 1830s and 1840s. Let’s give them a way out while the giving is good, that is, while the GOP controls the federal government. The way out for the left is also the way out for conservatives.

Congress, namely, its Republican majorities, can all an Article V convention of the States:

The Congress, whenever two thirds of both Houses shall deem it necessary, shall propose Amendments to this Constitution, or, on the Application of the Legislatures of two thirds of the several States, shall call a Convention for proposing Amendments, which, in either Case, shall be valid to all Intents and Purposes, as Part of this Constitution, when ratified by the Legislatures of three fourths of the several States, or by Conventions in three fourths thereof, as the one or the other Mode of Ratification may be proposed by the Congress….

Note that the requirement for a two-thirds majority pertains only to amendments proposed by Congress. As for applications by the States, there seem to be enough unexpired and unrescinded applications on hand. And if there aren’t, they probably can be arranged in short order.

The convention would be controlled by Republicans, who control a majority of State legislatures. The Republican majority should make it clear from the outset that the sole purpose of the convention is to devolve power to the States. For example, if a State government wants to establish its own version of Social Security to supplement what remains of it after future benefits have been scaled back to match projected future revenues, that State government wouldn’t be prevented from doing so. And it could design that program — and any others — as it wishes, free from interference on by the central government.

To accomplish that devolution, the Convention of the States would consider and approve, for ratification by three-fourths of the States, a revised Constitution. A complete revision, rather than a series of amendments, would be easier for the citizens of the various States to understand and respond to as they voice their views to State legislators or convention delegates.

At this point, I refer you to the page that I’ve created, called “A Constitution for the 21st Century.” It cures the main problem with the present Constitution of the United States, which is not its actual meaning but the fact that inappropriate meanings have been imputed to it because it is too often vague and ambiguous, and because Congresses, presidents, and Supreme Courts have been unfaithful to it for several generations.

The new Constitution is not only far more specific than the present Constitution — and more restrictive of the powers of the central government — but it also includes more checks on those powers. For example, there are these provisions in Article V:

Congress may, by a majority of three-fifths of the members of each House present, when there is a quorum consisting of three-fourths of the number of persons then holding office in each House…provide for the collection of revenues in order to pay the debts and expenses of the government of the United States [emphasis added]….

A judgment of any court of the government of the United States may be revised or revoked by an act of Congress, provided that such any revision or revocation is approved by two-thirds of the members of each house and leads to a result that conforms to this Constitution.

Then there are Articles VII and VIII, Keeper of the Constitution and Conventions of the States, which begin as follows:

The responsibility for ensuring that the legislative, executive, and judicial branches adhere to this Constitution in the exercise of their respective powers shall be vested in a Keeper of the Constitution. The Keeper may review acts of Congress, the executive branch, and judicial branch that have the effect of making law and appropriating monies….

Delegations of the States shall convene every four years for the purpose of considering revisions to and revocations of acts of the government established by this Constitution. Such conventions (hereinafter “Convention [or Conventions] of the States”) may revise and/or revoke any act or acts and/or any holding or holdings, in the sole discretion of a majority of State delegations present and voting.

On top of that, there is Article IX, which authorizes petitions and subsequent elections for the revocation of a broad range of governmental acts and the expulsion of members of Congress, the President, Vice President and justices of the Supreme Court. Also, a constitutional convention may be called pursuant to a successful petition.

To the extent that Articles VII, VIII, and IX would inhibit presidential and congressional ventures into unconstitutional territory, so much the better.

This new Constitution also provides for secession, the threat of which might further help to preserve its original meaning.

The job of selling the new Constitution would be a tough one, but the key selling point should be the preservation of choice. Individual States could be as socialistic or laissez-faire as their citizens allow, and the wide range of governing styles would afford ample choice for Americans. It would become much easier for every American to live in a politically congenial place.

Independence Day 2016: The Way Ahead

Prudence…will dictate that Governments long established should not be changed for light and transient causes; and accordingly all experience hath shewn, that mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed. It is fitting, in this summer of discontent, to be faced with a choice between the spiritual descendants of P.T. Barnum and Lady Macbeth. Washington, Jefferson, and Madison are spinning in their graves, at high velocity.

The candidacies of Trump and Clinton are symptoms of the looming demise of liberty in the United States. There hasn’t been a candidate since Ronald Reagan who actually understood and believed that Americans would be freer and therefore more prosperous if the central government were contained within the four corners of the Constitution. (And even Reagan had a soft spot in his heart for Social Security.) Nevertheless, it is appalling but unsurprising that liberty’s end is in sight just 27 years after Reagan left office.

What went wrong? And how did it go wrong so quickly? Think back to 1928, when Americans were more prosperous than ever and the GOP had swept to its third consecutive lopsided victory in a presidential race. All it took to snatch disaster from the jaws of delirium was a stock-market crash in 1929 (fueled by the Fed) that turned into a recession that turned into a depression (also because of the Fed). The depression became the Great Depression, and it lasted until the eve of World War II, because of the activist policies of Herbert Hoover and Franklin Roosevelt, which suppressed recovery instead of encouraging it. There was even a recession (1937-38) within the depression, and the national unemployment rate was still 15 percent in 1940. It took the biggest war effort in the history of the United States to bring the unemployment rate back to its pre-depression level.

From that relatively brief but deeply dismal era sprang a new religion: faith in the central government to bring peace and prosperity to the land. Most Americans of the era — like most human beings of every era — did not and could not see that government is the problem, not the solution. Victory in World War II, which required central planning and a commandeered economy, helped to expunge the bitter taste of the Great Depression. And coming as it did on the heels of the Great Depression, reinforced the desperate belief — shared by too many Americans — that salvation is to be found in big government.

The beneficial workings of the invisible hand of competitive cooperation are just too subtle for most people to grasp. The promise of a quick fix by confident-sounding politicians is too alluring. FDR became a savior-figure because he talked a good game and was an inspiring war leader, though he succumbed to pro-Soviet advice.

With war’s end, the one-worlders and social engineers swooped on a people still jittery about the Great Depression and fearful of foreign totalitarianism. (The native-born variety was widely accepted because of FDR’s mythic status.) Schools and universities became training grounds for the acolytes of socialism and amoral internationalism.

Warren Henry is right when he says that

progressivism is…broadly accepted by the American public, inculcated through generations of progressive dominance of education and the media (whether that media is journalism or entertainment). Certainly Democrats embrace it. Now the political success of Donald J. Trump has opened the eyes of the Right to the fact that Republicans largely accept it….

Republicans have occasionally succeeded in slowing the rate at which America has become more progressive. President Reagan was able to cut income tax rates and increase defense spending, but accepted tax increases to kick the can on entitlements and could not convince a Democratic Congress to reduce spending generally. Subsequent administrations generally have been worse. A Republican Congress pressured Bill Clinton into keeping his promise on welfare reform after two vetoes. He did so during a period when the end of the Cold War and the revenues from the tech bubble allowed Washington to balance budgets on the Pentagon’s back. Unsurprisingly, welfare reform has eroded in the ensuing decades.

Accordingly, the big picture remains largely unchanged. Entitlements are not reformed, let alone privatized. To the contrary, Medicare was expanded during a GOP administration, if less so than it would have been under a Democratic regime…. Programs are almost never eliminated, let alone departments.

The Right also loses most cultural battles, excepting abortion and gun rights. Notably, the inroads on abortion may be due as much to the invention and deployment of the sonogram as the steadfastness of the pro-life movement. Otherwise, political and cultural progressivism has been successful in their march through the institutions, including education, religion, and the family.

Curricula increasingly conform to the progressive fashions of the moment, producing generations of precious snowflakes unequipped even to engage in the critical thinking public schools claim to prioritize over an understanding of the ages of wisdom that made us a free and prosperous people. Church membership and attendance continues their long-term decline. A country that seriously debated school prayer 30 years ago now debates whether Christians must be forced to serve same-sex weddings.

Marriage rates continue their long-term decline. Divorce rates have declined from the highs reached during the generation following the sexual revolution, but has generally increased over the course of the century during which progressivism has taken hold (despite the declining marriage rate). Those advocating reform of the nation’s various no-fault divorce laws are few and generally considered fringe.

There’s more, but disregard Henry’s reification of America when he should write “most Americans”:

Meanwhile, America has voted for decade after decade of tax-and-spend, borrow-and-spend, or some hybrid of the two. If the white working class is now discontented with the government’s failure to redress their grievances, this is in no small part due to the ingrained American expectation that government will do so, based on the observation that government typically hungers to increase government dependency (not that the white working class would use these terms).…

In sum, while it is correct to note that elites are not doing their jobs well, it is more difficult to conclude that elites have not been responding to the political demands of the American public as much as they have driven them.…

The presidential nominees our two major parties have chosen are largely viewed as awful. But Hillary Clinton and Donald Trump offer two slightly different versions of the same delusion: that progressivism works, if only the elites were not so stupid. This delusion is what most Americans currently want to believe.

Sad but disastrously true. Dependency on government has become deeply ingrained in the psyche of most Americans. As Timothy Taylor points out,

[g]overnment in the United States, especially at the federal level, has become more about transfer payments and less about provision of goods and services.…

[There has been an] overall upward rise [of transfer payments] in the last half-century from 5% of GDP back in the 1960s to about 15% of GDP in the last few years….

The political economy of such a shift is simple enough: programs that send money to lots of people tend to be popular. But I would hypothesize that this ongoing shift not only reflects voter preferences, but also affect how Americans tend to perceive the main purposes of the federal government. Many Americans have become more inclined to think of federal budget policy not in terms of goods or services or investments that it might perform, but in terms of programs that send out checks.

What lies ahead? Not everyone is addicted to government. There are millions of Americans who want less of it — a lot less — rather than more of it. Here, with some revisions and an addition, are options I spelled out three years ago:

1. Business as usual — This will lead to more and more government control of our lives and livelihoods, that is, to less and less freedom and prosperity (except for our technocratic masters, of course).

2. Rear-guard action — This option is exemplified by the refusal of some States to expand Medicaid and to establish insurance exchanges under the Affordable Care Act. This bit of foot-dragging doesn’t cure the underlying problem, which is accretion of illegitimate power by the central government. Further, it can be undone by fickle voters and fickle legislatures, as they succumb to the siren-call of “free” federal funds.

3. Geographic sorting — The tendency of “Blue” States to become “bluer” and “Red” States to become “redder” suggests that Americans are sorting themselves along ideological lines. As with rear-guard action, however, this tendency — natural and laudable as it is — doesn’t cure the underlying problem: the accretion of illegitimate power by the central government. Lives and livelihoods in every State, “Red” as well as “Blue,” are controlled by the edicts of the legislative, executive, and judicial branches of the central government. There is little room for State and local discretion. Moreover, much of the population shift toward “Red” must be understood as opportunistic (e.g., warmer climates, right-to-work laws) and not as an endorsement of “Red” politics.

4. Civil disobedience — Certainly called for, but see options 5, 6, and 7.

5. Underground society and economy — Think EPA-DOL-FBI-IRS-NSA, etc., etc., and then dismiss this as a serious option for most Americans.

6. The Benedict Option, about which Bruce Frohnen writes:

[Rod] Dreher has been writing a good deal, of late, about what he calls the Benedict Option, by which he means a tactical withdrawal by people of faith from the mainstream culture into religious communities where they will seek to nurture and strengthen the faithful for reemergence and reengagement at a later date….

The problem with this view is that it underestimates the hostility of the new, non-Christian society [e.g., this and this]….

Leaders of this [new, non-Christian] society will not leave Christians alone if we simply surrender the public square to them. And they will deny they are persecuting anyone for simply applying the law to revoke tax exemptions, force the hiring of nonbelievers, and even jail those who fail to abide by laws they consider eminently reasonable, fair, and just.

7. A negotiated partition of the country — An unlikely option (discussed in this post and in some of the posted linked to therein) because, as discussed in option 6, “Blue” will not countenance the loss of control over millions of lives and livelihoods.

8. Secession — This is legal and desirable — as long as the New Republic of free states is truly free — but (a) it is likely to be met with force and therefore (b) unlikely to attract a critical mass of States.

9. Coup — Suggested several years ago by Thomas Sowell:

When I see the worsening degeneracy in our politicians, our media, our educators, and our intelligentsia, I can’t help wondering if the day may yet come when the only thing that can save this country is a military coup.

Glenn Reynolds, who is decidedly anti-coup, writes

that the American Constitution, along with traditional American political culture in general, tends to operate against those characteristics, and to make the American polity more resistant to a coup than most. It is also notable, however, that some changes in the Constitution and in political culture may tend to reduce that resistance….

The civics-book statement of American government is that Congress passes laws that must be signed by the president (or passed over a veto), and that those laws must be upheld by thejudiciary to have effect. In practice, today’s government operates on a much more fluid basis, with administrative agencies issuing regulations that have the force of law – or, all too often, “guidance” that nominally lacks the force of law but that in practice constitutes a command – which are then enforced via agency proceedings.…

[I]t seems likely that to the extent that civilians, law enforcement, and others become used to obeying bureaucratic diktats that lack a clear basis in civics-book-style democratic process, the more likely they are to go along with other diktats emanating from related sources. This tendency to go along with instructions without challenging their pedigree would seem to make a coup more likely to succeed, just as a tendency to question possibly unlawful or unconstitutional requirements would tend to make one less likely to do so. A culture whose basis is “the law is what the bureaucrats say it is, at least unless a court says different,” is in a different place than one whose starting impulse is “it’s a free country.”…

[P]ersistent calls for a government-controlled “Internet kill switch”49 – justified, ostensibly, by the needs of cyberdefense or anti-terrorism – could undercut that advantage [of a decentralized Internet]. If whoever controlled the government could shut down the Internet, or, more insidiously, filter its content to favor the plotters’ message and squelch opposition while presenting at least a superficial appearance of normality, then things might actually be worse than they were in [Fletcher Knebel and Charles Bailey’s Seven Days in May, which imagined an attempted coup by a Curtis LeMay-like general].…

[T]he most significant barrier to a coup d’etat over American history has probably stemmed simply from the fact that such behavior is regarded as un-American. Coups are for banana republics; in America we don’t do that sort of thing. This is an enormously valuable sentiment, so long as the gap between “in America” and “banana republics” is kept sufficiently broad. But it is in this area, alas, that I fear we are in the worst shape. When it comes to ideological resistance to coups d’etat, there are two distinct groups whose opinions matter: The military, and civilians. Both are problematic….

[T]here are some troubling trends in civilian/military relations that suggest that we should be more worried about this subject in the future than we have been in the past…

Among these concerns are:

  • A “societal malaise,” with most Americans thinking that the country was on “the wrong track.”
  • A “deep pessimism about politicians and government after years of broken promises,” leading to an “environment of apathy” among voters that scholars regard as a precursor to a coup.
  • A strong belief in the effectiveness and honor of the military, as contrasted to civilian government.
  • The employment of military forces in non-military missions, from humanitarian aid to drug interdiction to teaching in schools and operating crucial infrastructure.
  • The consolidation of power within the military – with Congressional approval – into a small number of hands….
  • A reduction in the percentage of the officer corps from places outside the major service academies.…
  • A general insulation of the military from civilian life…. “Military bases, complete with schools, churches, stores, child care centers, and recreational areas, became never-to-be-left islands of tranquility removed from the chaotic crime-ridden environment outside the gates…. Thus, a physically isolated and intellectually alienated officer corps was paired with an enlisted force likewise distanced from the society it was supposed to serve [quoting from an essay by Charles J. Dunlap, “The Origins Of The American Military Coup of 2012,” Parameters, Winter, 1992-93, at 2]….

[D]istrust in the civilian government and bureaucracy is very high. A 2016 Associated Press/National Opinion Research Center poll found that more than 6 in 10 Americans have “only slight confidence – or none at all” that the federal government can successfully address the problems facing the nation. And, as the AP noted, this lack of confidence transcends partisan politics: “Perhaps most vexing for the dozen or so candidates vying to succeed President Barack Obama, the poll indicates widespread skepticism about the government’s ability to solve problems, with no significant difference in the outlook between Republicans and Democrats.”

As a troubling companion to this finding, the YouGov poll on military coups…also found a troubling disconnect between confidence in civilian government and confidence in the military: “Some 71% said military officers put the interests of the country ahead of their own interests, while just 12% thought the same about members of Congress.” While such a sharp contrast in views about civilian government and the military is not itself an indicator of a forthcoming coup, it is certainly bad news. Also troubling are polls finding that a minority of voters believes that the United States government enjoys the consent of the governed.63 This degree of disconnection and disaffection, coupled with much higher prestige on the part of the military, bodes ill.

Or well, if you believe that a coup is the only possible salvation from despotism.

Military personnel (careerists, in particular) are disciplined, have direct access to the tools of power, and many of them are trained in clandestine operations. Therefore, a cadre of properly motivated careerists might possess the wherewithal necessary to seize power. But a plot to undertake a coup is easily betrayed. (Among other things, significant numbers of high-ranking officers are shills for the regulatory-welfare state.) And a coup, if successful, might deliver us from a relatively benign despotism into a decidedly malign despotism.

But unless there is a negotiated partition of the country — perhaps in response to a serious secession movement — a coup is probably the only hope for the restoration of liberty under a government that is true to the Constitution.

The alternative is a continuation of America’s descent into despotism, which — as many Americans already know — is no longer the “soft” despotism foreseen by Tocqueville.
